Construction Management Support Services for the Expansion of the Strategic Airlift Aircraft Ramp, and C-17 Clear Water Rinse Facility to provide Hickam AFB with an additional 290,000-square feet of parking ramp and 115,000-square feet of taxiway for the C-5 Galaxy and C-17 Globemaster aircraft. Construction includes approximately 50,000-cubic yards of excavation, 100,000-tons of aggregate, and 20,000-cubic yards of airfield concrete. The project also includes the construction of the Military’s first Clear Water Rinse Facility for the C-17, which is designed to shower 10,000-gallons of water on the aircraft in 2-1/2 minutes.
Duties included: Oversee CQC, and QA plan implementation, assures enforcement of Contractor’s Safety Plan per EM385-1-1, implementation of ISO 9001 Quality Management process/procedures (including pre-award, quality assurance and contract administration), maintain project database using Resident Management System (RMS), draft and process contract modifications, draft contract correspondence, monitor construction schedule using Primavera, as well as conduct briefings to the RE/ACO, users and tenants as required on issues/progress of project. Attend/facilitate coordination meetings with design team and other government technical offices. Provide technical services for design of airfield concrete mix design, including combined aggregate gradations, Coarseness and Workability Factors (Shilstone Method), ASR testing/mitigation, concrete admixtures, control of slump; and QA oversight of concrete paving operations, including: QC Testing, paving equipment (fixed form and slip form), paving methods, consolidation, placement, finishing, and curing of airfield concrete.
