The Traffic Signals at Various Locations (TSVL) projects (phases 13, 14, and 15) involved the Construction Management Services for the installation of new updated traffic signals at multiple locations around the island of Oahu. Construction work includes furnishing and installing signal poles, vehicle signals, pedestrian signals, pullboxes, conduits, detectors, signs and markings, preemption devices, controller assembly, interconnecting with other existing traffic signal systems, and curb ramps. These projects were a key element of the implementation of new “smart” signals that were designed to assist in alleviating traffic congestion in key areas.
A major challenge encountered on all three projects was the lack of sufficient as-built drawings, resulting in the Contractors consistently encountering existing unknown utilities when excavating for new traffic signal lines. The relationships B+K had established with all Oahu utility companies, as well as other stakeholders, expedited the determination of the owners of the unknown utilities, reducing project delays. Care was always taken to find the best possible solution for the interfering lines while reducing adverse impacts to all affected parties. In addition, B+K took extra care to ensure the creation and maintenance of as-built drawings so that these issues could be prevented in future projects.
